Is there an API to find Youtube creators who promote affiliate links?

Yes. The Influencers.club Discovery API filters Youtube creator profiles by affiliate activity — whether the creator promotes affiliate links. Set promotes_affiliate_links to true and get back only creators promoting affiliate links: full profiles with follower counts, engagement rates and verified contact data.
